An Italian court has finally upheld the legality of the tender for the construction of a new terminal in the port of La Spezia.

On November 27, 2025, the Italian Council of State finally rejected the appeal of FINCOSIT S.r.l. and the other consortium members, the second-place winners in the tender for the construction of a new terminal at the Ravano quay in the port of La Spezia. Thus, the highest administrative court upheld the decision of the Regional Administrative Court of Liguria No. 982/2025 and recognized the tender procedure as fully legal, confirming the legitimacy of the actions of La Spezia Container Terminal S.p.A. and the tender winner.

In its decision, the court noted the validity of the legal and technical model used in the tender, including the accuracy of the tender documentation, as well as the economic and financial requirements for the participants. All arguments by the applicants were rejected, thus definitively confirming the legitimacy of the contract award and bringing an end to the administrative dispute surrounding the project.

Contship CEO Matthieu Gasselin stated that the Council of State’s decision marks a key milestone and allows the project to confidently move forward to the practical phase of implementation, scheduled to begin in early 2026. The court’s verdict removes the final legal obstacle to the construction of this strategically important infrastructure, which will strengthen the Port of La Spezia and Italy’s national logistics system, as well as reinforce the role of La Spezia Container Terminal as one of the Mediterranean’s leading container hubs.
