By the end of 2025, Ukrainian seaports had fulfilled over 95% of their cargo transshipment plan, handling 82.2 million tons. This was announced by Oleksiy Kuleba, Deputy Prime Minister for Reconstruction of Ukraine and Minister of Communities and Territories Development, who emphasized the port industry’s resilience amid the ongoing war.
According to him, the cargo turnover forecast was even exceeded, reaching 100.5%, or 81.7 million tons. Agricultural products, as always, accounted for the bulk of transshipment, accounting for 44.2 million tons, or over 53% of the total cargo volume handled by Ukrainian seaports.
Container shipping showed significant growth in 2025: volumes increased to 215,748 TEUs, up from 129,902 TEUs the previous year. Ukrainian products were exported to 55 countries worldwide, which, according to Oleksiy Kuleba, confirms the key role of the port industry as a pillar of the country’s economy, even in the face of constant military risks.
