The amount of freight moved in containers in Ukraine is ten times lower than the rate in the EU.

Chief executive Volodymyr Demenko represented the company in a panel on logistics investment, organised with the participation of the European Commission’s DG MOVE. He said that in 2025 around 15 million tonnes of cargo were transported by road between Ukraine and the EU, approximately 7.5 million tonnes in each direction, indicating potential for partial containerisation and modal shift.

Levada Cargo

Levada Cargo, part of the Lemtrans Group, stated that only around 3.8% of freight in Ukraine is moved in containers, compared with a rate roughly ten times higher in the EU.

According to Levada Cargo, shifting part of this volume to rail would reduce pressure on EU road infrastructure and lower CO₂ emissions in line with European Green Deal objectives. The company also identified regulatory alignment with EU standards, simplified customs procedures and greater predictability in transport regulation as necessary conditions alongside infrastructure investment.

Levada Cargo

Levada Cargo reported that it has built three multimodal container terminals in Ukraine in recent years, one independently and two in partnership. Two additional projects are in preparation.

The Brussels event brought together representatives of the European Commission, the EBRD, HHLA, Maersk and Ukraine’s Ministry for Development of Communities and Territories to discuss investment and integration priorities.
