The Ukrainian government has approved a civil aviation development strategy extending to 2030 and established an Interagency Coordination Center to prepare for the resumption of air travel. This was announced by Oleksiy Kuleba, Deputy Prime Minister for the Restoration of Ukraine and Minister for Communities and Territories Development. The document was drafted by a working group under the Ministry of Development and forms part of the process of aligning the country’s transport system with European Union standards.
According to Kuleba, given the ongoing Russian attacks and persistent security threats, there is currently no plan for the immediate reopening of airspace. The strategy focuses on the responsible planning of future aviation recovery and aligns with Ukraine’s National Transport Strategy as well as the requirements of the International Civil Aviation Organization (ICAO). Key aspects of the document include modernizing airport and air navigation infrastructure, integrating Ukraine into the European aviation space, developing multimodal transport, and implementing modern aviation safety standards.
The newly established Interagency Coordination Center will facilitate cooperation among government agencies, the security and defense sector, the aviation industry, and other stakeholders involved in preparing for the resumption of flights. As Kuleba noted, the center’s mission is to shape a new civil aviation security architecture and establish the conditions necessary for airport operations once airspace reopens. Authorities emphasize that safety will be the primary factor determining the timeline for restoring civil air travel in Ukraine.
