The Ministry of Transport of Kazakhstan presented a draft Comprehensive Plan for the Development of Container Transportation for 2026–2030 to the professional community and submitted it to industry associations for approval. The document is being developed as a practical tool for developing the container segment, taking into account real market conditions, operational constraints, and investment opportunities for transport and logistics industry participants. The key goal of the plan is to systematically increase the share of containerized transportation, reduce logistics costs, and strengthen Kazakhstan’s position on international transport corridors.
The need for active dialogue with the market is driven by the current level of cargo containerization, which by the end of 2024 will be only 6.73%. A significant portion of container turnover is generated by transit flows, while domestic shipping uses container technology virtually nothing. Industry associations representing operators, terminals, freight forwarders, and shippers are involved in the discussion. Their participation is critical for assessing the feasibility of proposed measures, tariff and regulatory decisions, and for identifying risks and bottlenecks during the implementation phase.
Coordinating the project with the professional community will help clarify priorities for the development of container infrastructure and transport and logistics centers, take into account the practical aspects of digitalization, customs, and administrative procedures, and ensure transparent and predictable conditions for private investment. The final version of the Comprehensive Plan should become a consolidated document reflecting the interests of the state and business and lay the foundation for increasing the share of container shipping to 15% by 2030, increasing delivery speeds, and strengthening Kazakhstan’s transport and logistics potential.
