Carriers introduce port tax in Livorno from July 1.

From July 1, 2025, companies engaged in road transport of goods to and from the port of Livorno will begin to charge customers an additional fee – a port tax. The initiative does not come from the port administration, but from associations of transport companies seeking to compensate for losses caused by long delays at the terminals.

Similar measures have already been implemented in a number of other Italian ports – Genoa, La Spezia, Naples and Venice. For example, in Genoa, a transshipment fee has been in effect since last year, varying from 120 to 180 euros per trip. Livorno is the next port where carriers have decided to shift part of the costs to customers.

Market participants fear that such surcharges may reduce the attractiveness of the port and lead to price dumping: some companies will apply the fee, while others will not. However, carriers say they can no longer cover the costs caused by inefficient port infrastructure with the current minimal revenues.
