EDB strengthens the institutional environment for PPPs in Kazakhstan.

The Eurasian Development Bank (EDB), together with the Kazakhstan Center for Public-Private Partnership and the L.N. Gumilyov Eurasian National University, has launched a project to develop and strengthen the institutional environment for PPPs in Kazakhstan. The initiative is being implemented with financial support from the EDB Technical Assistance Fund (EADB TAF), and the parties signed a corresponding agreement at the IV International Conference on PPPs in Kyrgyzstan.

The project aims to support PPP reforms and unlock the potential of partnerships in Kazakhstan. The program includes updating and expanding training courses for government agencies to reflect new legislation and international standards, preparing a country review on PPPs, developing academic courses, launching an EDB scholarship program, and opening a modern, branded auditorium. Particular attention is paid to improving the quality of specialist training and creating conditions for sustainable investment.

According to Svetlana Maslova, Director of PPP Projects at the EDB’s Project Support Department, the key goal of the initiative is not only quantitative market growth but also improving the quality of PPP projects through optimal risk allocation, anti-corruption controls, and ensuring better value for money for the budget. Building on the successful experience of similar programs in Armenia, Kyrgyzstan, and Tajikistan, the EDB plans to scale up the model and strengthen the human capital necessary for the sustainable development of PPPs in the region.
