JSC NC Kazakhstan Temir Zholy (KTZ) is accelerating the process of separating the activities of the infrastructure operator and freight carrier. The Ministry of Transport reported that the delineation of responsibilities and staffing structures is in the active phase. Key stages have been completed: planning and standardization of transportation, process modeling and development of a train formation plan. The traffic schedule has also been approved.
Infrastructure functions have now been fully transferred to the KTZ division, and traffic management and dispatching regulation may be removed from the jurisdiction of KTZ – Freight Transportation. The separation requires the introduction of new technological solutions and consideration of management features at all levels. The Ministry emphasizes that the reform is aimed at developing competition in the railway industry.
The working group continues to develop the conditions for reforms, despite the difficulties associated with the historical centralized model of managing the railway network. The Ministry of Transport notes that the separation of functions is part of the concept of developing rail transport and should improve the efficiency of the industry.
