On November 27, 2025, the Council of the State of Italy, in its decision, definitively rejected the appeal of FINCOSIT S.r.l. and the other second-place consortium members, upholding the decision of the Regional Administrative Court of Liguria No. 982/2025. Thus, the country’s highest administrative court recognized the tender process for the construction of a new terminal at the Ravano quay in the port of La Spezia as fully legal.
The court upheld the legal and technical position presented by La Spezia Container Terminal S.p.A. and the successful bidder, noting the validity of the tender documentation and the economic and financial requirements of the bidders. All arguments by the applicants were rejected, thus definitively confirming the validity of the contract award and removing any doubts about the integrity of the selection process.
Contship CEO Matthieu Gasslin stated that the company is delighted with the court’s decision, which confirms the correctness of the actions taken and allows the company to confidently prepare for the start of construction work, scheduled for early 2026. The Council of State’s ruling concludes the administrative dispute and removes the final legal barrier to the implementation of a project of strategic importance both for the Port of La Spezia and for Italy’s national logistics system, strengthening La Spezia Container Terminal’s position as a key container hub in the Mediterranean.
