A coordinating council for the development of ports has been created in Ukraine.

The Coordination Council for the Development of Competition in Ports has begun its work under the Ministry of Communities and Territories Development of Ukraine. Its main goal is to create equal conditions for business, improve regulatory mechanisms and establish a dialogue between the state and the port industry. An important aspect will be the introduction of transparent rules for the use of port infrastructure, including land use issues that remain unresolved.

Vice Prime Minister of Ukraine Oleksiy Kuleba emphasized that Ukrainian ports have the potential for growth even in war conditions and should attract investment. However, the lack of a clear mechanism for distributing land in ports leads to legal problems and delays the development of infrastructure. In particular, difficulties with the registration of water fund territories and illegal construction on state-owned lands create barriers for business.

One example of such problems is the situation with the access road of the Odessa Port Plant, which is of strategic importance for the port. The lack of guaranteed access to it threatens the stable operation of enterprises. The Coordination Council will analyze the current state of use of port infrastructure, introduce transparent tender procedures through an electronic procurement system and develop effective regulatory mechanisms to eliminate these obstacles.
