Ukraine has implemented an electronic system for issuing ECMT permits for international freight transport, fully harmonized with European standards. Since November 1, carriers have been able to obtain all necessary permits online through the state portal. The new mechanism reduces document processing time, eliminates human error, ensures transparent accounting, and synchronizes with EU databases.
Now, to obtain a permit, simply register in the online account, upload copies of licenses, certificates, and technical data sheets, submit an application within the ECMT quota, and receive electronic confirmation. All procedures—from submission to issuance—are accessible remotely. Paper permits will be valid only during a transition period, after which they will be completely replaced by electronic ones.
According to the Ministry of Reconstruction, approximately 85% of Ukrainian exports to the EU are carried by road, making the transition to a digital format strategically important. The new system will speed up border crossings, reduce administrative costs, and enhance the trust of European partners. This will give Ukrainian carriers faster and more transparent access to the EU market, and the industry new opportunities for growth and integration into the European transport space.
