The European Commission Unveils Plans for EU Expansion and Transport Infrastructure Modernization

The European Commission has outlined reforms and investments necessary for the expansion of the European Union to new member countries. A significant focus lies on enhancing transport connections with the Western Balkans, Ukraine, and Moldova. The enlargement initiative aims to integrate key transport mainlines of candidate countries into the Trans-European Transport Network (TEN-T) and Trans-European Networks for Energy (TEN-E), fostering improved connectivity across Southeastern Europe. This modernization drive will encompass digitalization, communication upgrades, and the majority of projects will operate under public-private partnership models. Moreover, cybersecurity collaboration and joint purchasing schemes, akin to the EU Energy Platform, are vital for prospective EU members.

In line with pre-accession funds, the EU pledges support for infrastructure investments in the Western Balkans, Ukraine, Georgia, and Moldova. Efforts under the Transport Community Treaty seek to align transport corridors of these nations with the TEN-T network. Continuing initiatives such as the Solidarity Corridors, established post-Russian aggression against Ukraine in 2022, reinforce integration prospects for candidate countries, including gradual inclusion in the Customs Union and military mobility arrangements. The EU’s backing, through instruments like the Instrument for Ukraine, will propel physical and digital connectivity improvements in Eastern and Southern Europe, thereby catalyzing logistical enhancements and economic growth. Private sector investment is deemed crucial for the success of EU enlargement efforts.
