According to the agreement, the company is obliged to invest in the development of the port and the city, maintain jobs and pay the state a fee for using the facility. The project was suspended after the start of a full-scale Russian invasion, but in October 2025, the Law of Ukraine \u201cOn Public-Private Partnership\u201d comes into force, allowing the concession terms to be adjusted in the event of force majeure.<\/p>\n<p>The signed memorandum creates a legal basis for the resumption of the port\u2019s operations, including a possible revision of financial conditions and social guarantees for employees.
