The project involves constructing a concrete structure under the future Rail Baltica high-speed railway, which will subsequently create an underground railway connection in the direction of Ülemiste City. The new tunnel will provide an additional connection between the Lasnamäe and Ülemiste districts for pedestrians, passenger cars, and public transport. The crossing will replace the existing pedestrian bridge over the railway towards Kantsi Street.

As Martin Kaljumee, Rail Baltic Estonia’s Senior Project Manager for Passenger and Service Infrastructure, noted, constructing the tunnel opening simultaneously with the railway embankment is the most technically and economically feasible solution. The company plans to complete the concrete tunnel body by the end of next year, while the final construction of the underpass will be carried out by the City of Tallinn. Currently, the Ülemiste district is effectively connected to the rest of the city only via the Tartu Highway crossing, with the closest alternative located approximately 3.5 kilometers away on Smuuli Street. Around 15,000 people already work in Ülemiste, and it is considered the fastest-growing district in Estonia’s capital.

By 2028, with the opening of the Rail Baltica Ülemiste Linda terminal, the district is expected to become a key transport hub, combining rail and air travel. Over the next decade, passenger traffic through Ülemiste could reach 15 million people, taking into account forecasts for air travel and Rail Baltica. The city had previously planned to build seven railway tunnels in the district, but the Kanci Street project was prioritized due to its ability to synchronize with Rail Baltica’s core operations and reduce future costs. The project is being implemented in cooperation with Mainor Ülemiste AS and the City of Tallinn. The contract is scheduled to be signed in the spring, with completion scheduled no later than October 31, 2027. The estimated procurement cost is approximately 8 million euros.

Rail Baltic Estonia has announced a tender for the construction of the first stage of the Kantsi Tunnel in the Ülemiste district of Tallinn.
