Poland launches the region’s first high-speed rail tender.

As part of the Port Polska strategic program, Centralny Port Komunikacyjny (Central Port Komunikacyjny) has announced the launch of the first tender in Central and Eastern Europe for the construction of a high-speed rail section using a competitive dialogue procedure. The project will be a key milestone in the development of Polish rail infrastructure and will lay the foundation for the implementation of next-generation HSR standards.

The tender covers the construction of a 13-kilometer section of Line 85 between Kotowice and the airport hub in the Mazowieckie Voivodeship. Bids from potential contractors are open until March 2, 2026. This section is part of the “Y” railway network, which will connect Warsaw, Łódź, Poznań, and Wrocław. The line’s design parameters include train speeds of up to 350 km/h, including appropriate gradients, curve radii, switches, and the introduction of a 25 kV AC traction power supply system, new to Poland.

The procurement process is divided into two stages: in the first stage, companies will submit bids, after which Centralny Port Komunikacyjny will invite up to six contractors to participate. The successful bidder will be responsible for both construction and the development of detailed design documentation. For comparison, the current maximum train speed in Poland is 200 km/h on the Warsaw-Gdańsk line, and will soon increase to 250 km/h on the Warsaw-Kraków-Katowice Central Line, using the current 3 kV DC power supply standard.
