From 1 April 2025, the new EU standard for import security and control systems – ICS2 – will come into force, requiring rail and road hauliers to provide data on goods travelling to or via the EU before their arrival. This will require the submission of a full advance data entry (ENS) application.
Companies that are not prepared by this date should contact the National Service Centre of the EU country where their EORI number is registered and request an implementation window before 1 March 2025. Implementation windows are only available upon request.
The ICS2 requirements also apply to postal and express carriers, as well as other stakeholders such as logistics companies. In some cases, final recipients in the EU will be required to submit ENS data to the ICS2 system. Similar security and control requirements are already in place for air, sea and inland waterway transport of goods.
