The Szczecin and Świnoujście Seaports Authority SA has entered into a preliminary agreement with a consortium comprising DEME CONCESSIONS N.V. from Belgium and QTERMINALS W.L.L. from The State of Qatar. The agreement outlines a 30-year lease for land in the outer port of Świnoujście to facilitate the financing, construction, and operation of the Deep-water Container Terminal. This initiative aligns with the “Seaport Development Program until 2023,” aiming to bolster the position of Polish ports in the Baltic Sea and establish crucial nodes in the global supply chain for Central and Eastern Europe.

The construction of the deep-water container terminal addresses the growing demand for container handling, supported by market analyses and independent research indicating its necessity in the south-western part of the Baltic Sea. The terminal, designed to meet the highest safety and environmental standards, is anticipated to create new long-term jobs and employment opportunities in the region. With a capacity of handling up to 2 million TEU annually, the terminal will be implemented in two stages, with the first stage capable of handling 1 million TEU per year. The investor, selected through a competitive tender procedure, will finance the terminal built on the pier in the Pomeranian Bay, equipped with low-emission technology to meet ecological ‘green terminal’ standards. The terminal, slated to commence operations in early 2028, will serve as dual-use infrastructure, accommodating both civilian and military cargo handling. The project is complemented by the establishment of a multiannual program ensuring secure access infrastructure for terminals in Świnoujście, aligning with the Council of Ministers’ resolution adopted in May 2023.
