Four key Polish seaports – Gdansk, Gdynia, Szczecin and Świnoujście – signed a Partnership Agreement on 24 June 2025, aimed at strengthening their positions in European and global logistics. The document provides for the coordination of efforts in the areas of sustainable development, digitalisation, infrastructure modernisation and energy transition, as well as joint representation of interests in national and international institutions.
The priority areas of cooperation include the implementation of a unified strategy “Ports of Poland until 2035 with a perspective until 2060”, acceleration of major transport projects (including the modernisation of railway lines and the construction of new roads), expansion of connections with Southern Europe and integration with Rail Baltica. It is also planned to introduce a unified methodology for calculating charges for access to port infrastructure and the development of energy projects – from OPS systems to storage and refueling with alternative fuels.
Particular attention is paid to digitalization: the partners intend to develop common IT solutions, including the PCS platform integrated with pan-European systems (EMSWe), and implement AI-based tools to combat customs violations and reduce administrative barriers. It is also envisaged to adapt urban development plans and introduce long-term lease agreements (up to 30 years) to attract investment. The new agreement demonstrates Poland’s aspiration to become a leader in logistics in the Baltic region and throughout Central and Eastern Europe.
