A single operator for local airlines will be created in Kazakhstan.

Kazakhstan plans to launch a project to develop local airlines and create a single low-cost operator. According to Marat Dautaliyev, Chairman of the Civil Aviation Subcommittee of the Atameken National Chamber of Entrepreneurs and Advisor to the General Director of Kazlogistics, the Union of Transport Workers of Kazakhstan, the initiative will dramatically reduce travel time between district and regional centers – from 8-10 hours by car to 40-90 minutes by plane. Moreover, the aircraft will be used not only for passenger transportation but also for air ambulances, cargo operations, agricultural work, and environmental monitoring.

The project envisions the creation of a single operator with a single, low-capacity fleet – up to 19 passengers – adapted for operation on short runways. In the first phase, the route network will connect Aktobe with Shalkar, Irgiz, and Bozoy. To implement the initiative, it is planned to create a unified structure that will encompass the airline, maintenance, and airfield infrastructure management. The primary option being considered is launching the project using an existing airline operator, which will accelerate its implementation.

The development of light aviation is expected to drive the region’s socioeconomic growth, improving transportation accessibility, improving access to healthcare, boosting tourism and business activity, and creating over 200 jobs. The project roadmap includes developing a concept and business plan in 2026, launching pilot routes, and further expanding the network. Long-term plans include developing a sustainable regional air service system, as well as addressing issues such as standardizing landing strips, pricing policy, and industry development for 2026-2030.
