Romania has acquired the Giurgiulesti port operator from the EBRD, an asset that will strengthen Constanta’s role as a regional hub.

The National Company Constanta Sea Ports Authority has completed the acquisition of ICS Danube Logistics, the operator of the Giurgiulesti International Port, from the European Bank for Reconstruction and Development. The agreement provides for further investments in the development of the port’s infrastructure, increasing its throughput capacity, and strengthening its role in the Black Sea region and the Danube Basin.

Bucharest hopes that integrating Giurgiulesti into the Port of Constanta will strengthen transport links between the EU and neighboring countries amid changing logistics routes. The port is also seen as an important element of future logistics for Ukraine’s recovery.

Giurgiulesti International Port is located at the mouth of the Danube River near the borders of Romania and Ukraine and is capable of handling both river and sea vessels, accounting for over 70% of Moldova’s waterborne import and export cargo. Its infrastructure includes an oil terminal, two grain terminals, a general cargo terminal, and a business park. The deal to sell 100% of the shares was signed on December 31, 2025, and was approved by Constanta shareholders in February 2026, with the Moldovan Parliament approving the changes in March.
