The Rail Baltica project implementer in Latvia, Eiropas Dzelzceļa Līnijas, and the main contractor for the line, ERB Rail, have signed notices to commence work on three additional construction permits. These permits cover 19.62 kilometers of the route and allow for the commencement of major construction work on new sections. The initial construction phase includes clearing land, removing tree stumps, surveying the area for unexploded ordnance, and constructing a railway embankment, access and service roads, culverts, and drainage ditches.
The 45-kilometer southern section of the Rail Baltica line between Misa and the Lithuanian border is divided into 11 construction sections, each being implemented under a separate permit. Currently, active work is underway under seven permits, covering over 30 kilometers, with basic construction operations and the formation of the railway embankment already underway. In 2025, preparatory work was completed for the first four permits, covering 11 kilometers of the line.
The route preparation involves clearing approximately 250 hectares of forest: approximately 116 hectares within the future railway corridor have been cleared to date, with approximately 84 hectares still under construction. Explosive ordnance surveys have been completed across almost the entire first four sections; by December 2025, 100 explosive ordnance items had been discovered and cleared. Meanwhile, the 16.5-hectare coordination base for the future Rail Baltica Infrastructure Maintenance Center has been completed in the Iecava area, where extensive earthworks, embankment construction, drainage, and access roads have been completed.
