The Ministry of Communities and Territories Development of Ukraine has announced the launch of a concession tender for the transfer of the First and Container Terminals at the Chornomorsk Seaport, including the Universal and Grain Marine Terminals. The Ministry itself is the concession grantor, and the concession term is set for 40 years. Interested companies will be able to submit applications for participation in the preliminary selection within 75 days of the official publication of the announcement.
The concession project includes existing assets held by the Chornomorsk Commercial Sea Port State Enterprise, as well as real estate and movable property, and berths No. 1–6 assigned to the Ukrainian Sea Ports Authority within the aforementioned terminals. In addition, the project will include assets to be created or constructed by the concessionaire as part of the contract, including new real estate and equipment acquired in accordance with the concession terms.
The concessionaire selection will be conducted through a competitive dialogue procedure in accordance with the Law of Ukraine “On Concession,” as amended by Law No. 4510-IX of June 19, 2025. The current grounds for refusal and participation restrictions stipulated by current legislation on public-private partnerships will apply to participants. The Ministry emphasized that potential participants may contact the tender committee for clarification and additional information in accordance with the procedure established in the instructions for applicants.
