On November 27, 2025, the Italian Council of State finally rejected the appeal of FINCOSIT S.r.l. and the other consortium members, the second-place winners in the tender for the construction of a new terminal at the Ravano quay in the port of La Spezia. Thus, the highest administrative court upheld the decision of the Regional Administrative Court of Liguria No. 982/2025 and recognized the tender procedure as fully legal, confirming the legitimacy of the actions of La Spezia Container Terminal S.p.A. and the tender winner.

The package of changes includes more stringent roadside inspections for heavy trucks, expanded emissions testing, and a complete transition to digital vehicle safety documents. The updated regulations cover periodic vehicle inspections, roadside inspections of commercial vehicles, and registration documents, with the aim of improving road safety, identifying high-emission vehicles, and streamlining enforcement.
